<title>Community Action for Harm Reduction (CAHR) in China, India, Indonesia, Kenya, and Malaysia.</title>
<description type="1">Community Action on Harm Reduction (CAHR) is an ambitious project that aims to expand harm reduction services to more than 180,000 injecting drug users, their partners and children in China, India, Indonesia, Kenya, and Malaysia. 

The programmes are being implemented by a consortium of Alliance linking organisations:

- Alliance China 
- International HIV/AIDS Alliance in India 
- Rumah Cemera, Indonesia 
- KANCO, Kenya 
- Malaysian AIDS Council

Their main focus will be on providing HIV and harm reduction services to people who use drugs and their families in the five listed countries.  The programme will involve people who use drugs in the design and delivery of services, and is developing advocacy plans to advance the human rights of people who use drugs.  There is a strong focus on building the local capacity of community based organisations and sharing knowledge about what works.

The project aims to demonstrate in each country how it is possible to reach more people by capitalising on both the infrastructure and the evidence-based approaches of the national AIDS response, in order to scale-up harm reduction programmes quickly.</description>

<title>	Tackling AIDS and TB through Communications and Information Technologies (TACIT)</title>
<description type="1">	Tackling AIDS and TB through Communications and Information Technologies (TACIT) is a two year project funded by the European Commission. It will focus on Southern and Eastern African sub regions and programme activities will be implemented in four countries: Zambia, Namibia, Uganda and Kenya. 

The Alliance, the Southern Africa HIV and AIDS Information Dissemination Service (SAfAIDS), the Eastern African National Networks of AIDS Service Organisations (EANNASO), and AIDSPortal will work with a host of local, national and international partners to develop essential tools, processes and skills for HIV and TB stakeholders, building capacity for effective participation in the response to HIV/AIDS and TB.</description>

    <title>Increase and improve the management of GF sub grants in Latin America and the Caribbean</title>

<title>	Thogomelo: Orphans and other children made vulnerable by HIV and AIDS Caregiver training and child protection	</title>
<description type="1">An estimated 3.4 million South African children have lost one or both parents to AIDS. The burden of caring for vulnerable children exceeds the capacity of social services and lies with the community.  Their caregivers surviving parents, guardians, siblings, grandparents and neighbours face multiple challenges in caring for these vulnerable children.The Alliance works in South Africa as part of a five year USAID funded project, Thogomelo, which means to care in Venda. Thogomelo's overall goal is to improve the care, support and protection of vulnerable children by increasing the knowledge, abilities and wellbeing of those responsible for them at the household and community level. This is being done through implementing a nationwide accredited training project that enhances the capacity of caregivers to meet the challenges they face in caring for orphans and vulnerable children (OVC)</description>

<title>	Scaling Up National Response to HIV/AIDS through Information and Services (SUNRISE)  in Ukraine	</title>	<description type="1">	The “Scaling up the National Response to HIV/AIDS through Information and Services” (SUNRISE) Project , implemented by the International HIV/AIDS Alliance in Ukraine in partnership with the All-Ukrainian Network of People Living with HIV/AIDS and the Program for Appropriate Technology in Health (PATH), began implementation in September 2004. The goal of this five-year, $8.8 million project, which serves as the USG’s flagship activity in the delivery of HIV/AIDS prevention services, is to substantially decrease HIV transmission by significantly increasing access to and use of high quality prevention and care information and services by most at-risk populations. 

Working in the eight regions most affected by the HIV/AIDS epidemic, the project originally aims to: 1) reach at least 60 percent of high risk populations with effective, high quality information and services to prevent injecting drug and sexual transmission of HIV in strategically selected sites; 2) increase the accessibility of high quality care and support information and services for people living with HIV/AIDS and other populations affected by the epidemic; 3) strengthen the prevention-care continuum, with a particular focus on improving the quality and reach of voluntary counselling and testing (VCT) services; and 4) enhance the ability of local non-governmental organizations and communities to collaboratively analyze, plan, deliver, monitor and evaluate newly introduced information and services.	</description>

In both countries, integrated services for sexual and reproductive health and HIV are often unavailable in rural areas. Where they do exist, access is often limited by social, logistical and financial barriers. Many young people find it difficult to obtain condoms due to stigmatising attitudes related to sexual activity among young people, especially girls, and the association between condoms and HIV.	</description>

<title>	Programme Partnership Agreement (PPA) 2011-2014	</title>	<description type="1">	The International HIV/AIDS Alliance (‘the Alliance’) focuses on curbing the HIV epidemic in 40 developing countries, making it one of the largest civil society organisations directly contributing to MDG 6. As a global organisation of 36 independent, nationally governed NGOs (called ‘Linking Organisations’ or LOs) we support thousands of community-based organisations to take effective action to stop the spread of HIV, meet the challenges of AIDS and build healthier communities. 

The Alliance uses strategic funding from DFID (and three other strategic donors) to leverage results and help ensure we can document and report at each level of service delivery, to ensure continuity of our LOs and provide greater value for money. We will achieve the following outcomes during the course of this PPA: 

Outcome 1: Alliance programmes increase access to integrated services to people affected by HIV and AIDS.
The Alliance brings HIV prevention, care and support services to some of the poorest and most vulnerable communities around the world. Our geographic priorities are based on need – we work in developing countries where HIV transmission is occurring, and where the groups most affected by HIV are hard to reach or have poor access to services, due to gender inequities, poverty, marginalisation and other structural barriers.

Outcome 2: Increased participation by people affected by HIV and AIDS in national and international policy processes.
Government services alone will not stop the spread of HIV. These services tend to exclude marginalised groups at highest risk of HIV infection. Curbing the epidemic requires an active, diverse and accountable civil society. Civil society plays an important role in delivering complimentary services, increasing the demand for and access to existing services, and in working at the local level – with households, people and communities – to promote behaviour change and change in social and cultural norms.

Outcome 3: More effective community based organisations deliver quality HIV programmes and hold governments to account.
We build the human and financial capacity required to carry out community-led and community-based interventions. Our model of working through national, independent intermediary organisations to build the capacity of community-based organisations has proved an effective mechanism for bringing programmes to scale while at the same time holding governments to account. This model has been externally evaluated. “The Alliance stands out from other more internationally-driven and managed approaches, with its emphasis on building linked but independent national intermediaries and implementing partners and on supporting the mobilisation of direct funding to national partners to reduce financial dependency”   The model has stood the test of 17 years.	</description>

<description type="1">The International HIV/AIDS Alliance - the Alliance - focuses on curbing the HIV epidemic in 40 developing countries making it one of the largest civil society organisations directly contributing to MDG 6. As a global organisation of 36 independent nationally governed NGOs (called Linking Organisations or LOs) we support thousands of community-based organisations to take effective action to stop the spread of HIV, meet the challenges of AIDS and build healthier communities. 

The Alliance uses strategic funding from DANIDA (and three other strategic donors) to leverage results and help ensure we can document and report at each level of service delivery, to ensure continuity of our LOs and provide greater value for money.	</description>
